中国中小企业国际合作协会（以下简称协会），成立于1990年，是我国第一家全国性中小企业社会团体。协会接受工业和信息化部的业务指导和民政部的监督管理，党建领导机关是中央社会工作部。协会与工业和信息化部中小企业发展促进中心合署办公，紧密协同，协会已经在国内拥有会员单位3万余家，在国际上与30多个国家（地区）的商协会建立起合作关系，已成为我国中小企业领域的权威机构。水电能源行业分会是中国中小企业国际合作协会直属分支机构。

Small and Medium-sized Enterprises International Cooperation Association of China (SMEA) is one of the 16 associations under the state-owned Assets Supervision & Administration Commission (SASAC) of the council directly administration. At the same time, accepting the Ministry of Industry and Information Technology (MIIT) operational guidance. SMEA and MIIT of small and medium development promotion centre providing guidance and services for small and medium enterprises, SMEA is currently the only Chinese foreign exchange and cooperation at the national level small and medium enterprises support institutions, Water and Electricity Energy Alliance China International Cooperation Association of small and Medium Enterprises is the directly branch institution of the SEMA. Headquartered in Beijing, branch secretariat is located in Changsha, Hunan Province.
Water and Electricity Energy Alliance China International Cooperation Association of small and Medium Enterprises aims to integrate resources, guidance and service for hydroelectric, electric power, energy and other small and medium enterprises in our country development, promoting small and medium enterprises international cooperation in hydroelectric, electric power, energy etc., and further expand exchange in the industry, enhance friendship, in order to make our small and medium-sized enterprises in “going out” and “bringing in ” a new step.
